Block Region Permissions and Drupal 11
The latest stable release, 8.x-1.6, declares a core version requirement of ^8 || ^9 || ^10 || ^11, which covers Drupal 11.
The Block Region Permissions module allows you to control access to administer blocks within each theme's regions.
